Horizon is just a tougher form of survival mode.

The mod does more right that wrong to the point that I don't mind having it rule my load order, but I also don't let it completely dictate my experience. I have over 15 personal patches I made that tweak Horizon to my liking.

However, it is also similar to classic Fallout games (Fallout 1/2/Tactics) in that skills can go over 100. Most caps are at 200, but there is some variation - some are as low as 140 while others cap at 250. In addition For those with the Horizon mod, I can't seem to figure out a way to kill synths. They tank any hit to the head, even with a rifle that does 56 damage. No other enemy takes headshots like these guys do.
